We are looking to appoint a Head of Business Development, Public Sector - Germany (m/f/d) who will focus on growing awareness of the Nemetschek Group and all our brands across the German public sector, with the German market serving as the foundation for future expansion of this function across EMEA.
The Head of Business Development will open institutional pathways and shape strategic positioning within Germany’s public sector, working in structured tandem with the Strategic Account Director, German Infrastructure to translate access into executable pipeline and measurable revenue outcomes. This role operates at the intersection of policy influence and commercial execution, reports to the Head of Global Public Sector, and requires frequent travel across Germany, especially Berlin.
Key Responsibilities:
Strategic Engagement and Government Relations
- Design, lead and execute the Nemetschek Group’s government relations agenda across Germany, aligning with global and regional GPS priorities to open new opportunities with:

- Government consulting companies
- Government bodies influencing the construction industry
- Managers of public real estate and infrastructure
- Monitor and analyze legislative and regulatory developments—including Germany’s BMDV 2030 BIM mandate, the Sondervermögen federal infrastructure fund, and evolving VOB/VgV/VOL/A procurement frameworks as necessary—and assess their impact, recommending appropriate courses of action.
- Identify relevant budget and policy makers; provide actionable plans and insights for executive leadership.
- Develop and implement comprehensive government relations strategies to communicate the organization’s objectives to government officials, agencies, and regulatory bodies.
- Evangelize the value of digitization and artificial intelligence in construction with German regulators and relevant government entities.
- Consult stakeholders across federal, state, and municipal levels of government on building construction and operations.
Relationship Building and Representation
- Serve as the primary liaison between the Nemetschek Group and relevant German public sector stakeholders, advocating for our interests and fostering mutually beneficial partnerships.
- Cultivate and maintain strategic relationships with budget and policymakers, government agencies, and regional bodies relevant to Germany (e.g., national ministries, regulatory authorities, EU bodies with German jurisdiction).
- Establish and nurture relationships with key government stakeholders to ensure our organization is well-represented and considered in relevant policy discussions.
- Represent the company at forums, hearings, industry coalitions, and summits — including German and European standards and industry bodies (e.g., buildingSMART, DIN/VDI working groups) — to advocate for favorable policies and enhance the organization’s visibility.
Business Development and Sales
- Own government-relations-led pipeline origination, identifying and qualifying government opportunities within Germany in alignment with the overall GPS sales strategy.
- Transition qualified opportunities to Strategic Account Management for execution and quota attainment.
- Work in close coordination with the Strategic Account Director, German Infrastructure and the broader Sales organization to optimize engagement and secure government contracts and partnerships.
Product Roadmap for Governmental Agencies
- Provide technical, data, and domain expertise to enhance product features to meet German government software requirements and IT standards.
- Collaborate with cross-functional teams (Product Management, Development) to ensure products align with the requirements of government clients.
- Provide early insights into emerging product requirements within the German government sector to inform product development decisions.
Advocacy, Thought Leadership and Public Affairs
- Craft and deliver compelling advocacy messages to promote the organization’s interests to government officials and educational leaders.
- Collaborate with Marketing and Communications teams to develop and publish thought leadership pieces, articles, and white papers representing the organization’s point of view on key industry topics.
- Lead the development of case studies highlighting successful collaborations with German government agencies.
What We Would Like to See in You:
- 10+ years in government relations or business development in public sector, with at least 5 years in consultative selling.
- Deep understanding of the German government’s investment plans and stakeholders. Proven success in building and maintaining relationships with government officials and educational leaders.
- Strong understanding of legislative and regulatory processes, software procurement cycles, and German public procurement frameworks (VOB, VgV, VOL/A).
- Prior exposure to the AECO (architecture, engineering, construction, operations) industry - through direct experience, adjacent infrastructure technology sales, or sustained client/policy engagement with the sector - is strongly preferred and will be weighted favorably, though candidates with comparable government relations depth in other regulated, technology-driven industries will also be considered.
- Skills: Exceptional communication, strategic thinking, negotiation, and stakeholder management skills; strong understanding of political and regulatory frameworks within Germany.
- Willingness to travel within Germany to meet with government stakeholders and infrastructure programs.
- Languages: Fluency in English and German required (native-level German strongly preferred given the role’s focus on government-relations trust-building within German federal, state, and municipal institutions).
